Here are the following requirements for Smart Alarm to work

1. Wear your Apple Watch unlocked since Apple will encrypt Health data when the device is locked.

2. Make sure you grant all Health Access. You can hard press on the watch and click on "Info" to see if you have Last sensor data read.

3. Make sure you have "background app refresh" turn on for the Apple Watch. In Settinsg->General->Backgroun App Refresh

If you have followed all the above requirements send us the log by Hard press on the watch and select "Send Log". This way we can help you diagnose the issue.
